Requirement of Social Security Numbers

D. wants to know why she has to give her social security information when she wants to apply for a marriage license.

Question

I came across some information regarding marriage in Nevada. It said one was required to know one's social security number to marry in Nevada.

Why is this so? the SSN card says right on it that it is not to be used for identification purposes. What if one is not an American citizen, and what if one does not have a SSN and is an American citizen?

SSN's after all are not required by the Social Security Administration for working in the USA, but are only if one chooses to opt for the social security plan or to use government monies somewhere down the line after acquiring a SSN.

Can you answer as to why Nevada wants this number when other states do not?
